国际化产教融合｜中柬卓越工程师学院University-Local Government-Enterprise Collaboration Empowers International Industry

为深化校地校企协同育人机制，推动国家卓越工程师培养模式国际化落地，6月24日下午，中-柬卓越工程师学院合作交流会在凌志装备股份有限公司顺利召开。江南大学、宜兴两地中学、凌志装备集团多方代表齐聚一堂，围绕中柬工程师联合培养、产教融合落地、硕博士国际化培育等核心议题深度交流，共商海外卓工学院建设新路径。

To deepen the collaborative talent cultivation mechanism among universities, local governments and enterprises, and promote the international implementation of national excellent engineer training models, the Construction Exchange Conference for China-Cambodia College of Excellent Engineers was successfully held at Lingzhi Equipment Co., Ltd. on the afternoon of June 24. Representatives from Jiangnan University, two high schools in Yixing and Lingzhi Equipment Group gathered to conduct in-depth discussions on core topics including joint training of Chinese and Cambodian engineers, implementation of industry-education integration, and international cultivation of master's and doctoral students, and jointly explore new paths for the construction of overseas excellent engineer colleges.

作为全国国家卓越工程师学院建设单位，江南大学自2024年启动卓工学院建设以来，层层递进、多点突破，构建起覆盖硕士、博士完整层次的工程人才培养体系，为中柬海外办学筑牢成熟育人模板。学校创新打造校、政、企三方协同育人模式，打通硕士、博士全链条培养通道。

As a national institution authorized to build the National College for Excellent Engineers, Jiangnan University launched its College of Excellent Engineers in 2024 and has achieved progressive breakthroughs ever since. It has established a full-cycle training system covering engineering masters and doctoral candidates, laying a proven talent cultivation model for its overseas education program in Cambodia. The university has pioneered a tripartite collaborative education mechanism linking universities, local governments and enterprises to form a complete training pipeline for master's and doctoral students.

Prior to the opening of the exchange meeting, all delegates from Jiangnan University, Yixing local middle schools and Lingzhi Equipment visited Lingzhi Group's Intellectual Property Museum. The museum showcases the enterprise's years of independently developed patents, overseas technological innovations and intellectual property development roadmap. It vividly demonstrates the company's deep engagement in overseas engineering sectors and its experience in supporting cross-border industrial cooperation with core technologies, offering valuable practical references for the joint construction of the China-Cambodia College of Excellent Engineers and the cultivation of international engineering masters and doctors.

立足国内成熟的硕博士培养范式，江南大学启动国际化延伸项目——中柬卓越工程师学院，面向中柬跨境产业链，打造国际化复合型工程人才培育平台。

Drawing on its well-established domestic training model for masters and doctoral students, Jiangnan University has launched an international extension initiative — the China-Cambodia College of Excellent Engineers, an educational platform for interdisciplinary international engineering professionals serving cross-border industrial chains between China and Cambodia.

2026年6月：召开合作交流会，研讨共建方案；

June 2026: Hold the construction exchange meeting to discuss joint development plans

7月15日前：签署中柬合作意向备忘录；

Before July 15: Sign the Memorandum of Understanding on China-Cambodia cooperation

7月30日前：敲定共建校企名单，形成完整实施方案；

Before July 30: Confirm cooperating universities and enterprises and finalize the full implementation plan

12月31日前：完成教育部国际司报备，签订正式共建协议；

Before December 31: Complete filing with the International Department of the Ministry of Education and sign official cooperation agreements

2027年5月底前：落地完整硕士、博士招生方案，确定专业与招生指标；

Before the end of May 2027: Finalize comprehensive enrollment plans for engineering masters and doctors, including majors and admission quotas

2027年9月：首批柬埔寨工程硕士、博士正式入学。

Consensus Reached at the Exchange Meeting to Strengthen University-Local Government-Enterprise Collaboration

本次交流会由凌志装备创始人凌建军院士率先致辞，深度结合海外工程产业实践，分享跨境人才培养现实需求；江南大学国家卓越工程师学院执行院长吴小俊详细解读《中-柬卓越工程师学院建设方案》，完整介绍国内硕博士培养成熟经验与海外办学实施路径。

The meeting opened with a speech by Academician Ling Jianjun, Founder of Lingzhi Equipment. Combining his extensive experience in overseas engineering industries, he elaborated on the practical demand for cross-border talent training. Wu Xiaojun, Executive Dean of Jiangnan University's National College for Excellent Engineers, delivered an in-depth interpretation of the Construction Plan for the China-Cambodia College of Excellent Engineers, fully introducing the university's mature domestic training experience for masters and doctors as well as the implementation roadmap for overseas school-running.

宜兴和桥镇高级中学、和桥镇第二中学代表围绕人才贯通培养、国际化后备生源储备发言；凌志装备集团副董事长、技术、行政、设计院、西南区管理团队线上线下同步参会，明确企业将全面提供海外实践平台、企业导师、产业课题，深度参与柬埔寨硕士全流程培养。

Representatives from Heqiao Senior High School and Heqiao No.2 Middle School in Yixing shared insights on sequential talent cultivation and the reserve of international student candidates. Online and offline management teams of Lingzhi Equipment Group, including the Vice Chairman, directors of technology, administration and design institute, and the Southwest Regional President, attended the conference. The enterprise pledged to provide comprehensive overseas internship platforms, industrial supervisors and research projects to fully participate in the whole-cycle training of Cambodian engineering postgraduates.

凌志装备牵头联动江南大学共建中-柬卓越工程师学院，依托企业海外产业资源与江南大学成熟硕博士培养体系，联合柬埔寨高校、本土企业搭建四方协同育人平台。项目每年定向招收柬埔寨工程硕士、博士，依托真实产业课题开展实训，培育跨境复合型工程人才，赋能中柬产能合作与"一带一路"产教融合落地。

Led by Lingzhi Equipment, the enterprise partners with Jiangnan University to build the China-Cambodia College of Excellent Engineers. Drawing on the company's overseas industrial resources and Jiangnan University's mature training system for masters and doctoral students, the two sides will cooperate with Cambodian universities and local enterprises to build a four-party collaborative talent training platform. The program will recruit targeted Cambodian engineering masters and doctors each year, who will complete internships based on real industrial projects. It aims to cultivate interdisciplinary cross-border engineering talents and boost industrial capacity cooperation as well as industry-education integration under the Belt and Road Initiative between China and Cambodia.

会议尾声，江南大学副校长张影陆作总结讲话，她表示：江南大学将持续发挥国家卓越工程师学院平台优势，用好成熟的工程硕士、博士培养体系，联动地方政府、本土龙头企业、海外合作院校，以中-柬卓越工程师学院为载体，服务"一带一路"产能合作，打造可复制、可推广的国际化产教融合样板。

At the closing of the conference, Zhang Yinglu, Vice President of Jiangnan University, delivered a summary address. She stated that Jiangnan University will fully leverage the strengths of the National College for Excellent Engineers and its well-rounded training system for engineering masters and doctors. Working with local governments, leading domestic enterprises and overseas partner universities, the university will take the China-Cambodia College of Excellent Engineers as a key platform to support industrial capacity cooperation under the Belt and Road Initiative and build a replicable and promotable model for international industry-education integration.
