我们城市的下水道，烂透了

而较贫穷的人口往往居住在边缘地带，而这些地区的洪水风险较高，但在与防洪规划和融资相关的决策过程中，他们却总是缺乏话语权。

这样去比较来看，大城市已经算不错了的，很多小城市发生的洪水或其他灾害，我们甚至无从知晓。发生在北上广的暴雨，远比西南山区的洪水更能引起关注。但人们没有注意到的问题是，当上游城市出现洪水时，周边地区依旧无法幸免。

还有一些前后矛盾的事情总在发生。我们总是被告知，罗马非一日建成，排水系统的完善也非一日之功，所以不能操之过急。但当海绵城市的项目开展时，第一批试点城市只有三个月的时间来设计。因为设计往往过于简单，“海绵城市”早就变成了一种形象工程，来证明城市在采用某种先进的治水理念。

至于这些先进的理念究竟有没有产生效果，还有很多理由可以挡回这个追问，比如极端天气，比如时间，比如城市太大、人太多了。
