¡¡¡¡Mr.Yang is an outstanding professional, renowned expert and international career manager well known in the wastewaster field at home and abroad. He is the standing director of China Municipal Engineering Association,Vice Chairman of China Urban Water & Wastewater Association,director of Water Industry Sub-committee of China Civil Engineering Academy, member of Expert Committee of the Ministry of Construction, member of Expert Committee of China International Engineering & Consultancy Company and director of National Urban Wastewater Information Network. As director or member of the aforementioned scientific committees and professional associations, he was in charge of the organization of many large scale international and national conferences related to urban wastewater technology and management. He took the lead to carry out many national key research programs such as: Study on Equipment Integration for A2O Wastewater Treatmen Process - a major project under the High Tech Research & Development (863) Program. He has ever been honored the second and third prize of Beijing Scientific & Technological Progress Award as well as the first prize issued by concerned department of the Beijing Municipal Government. He has made great contribution to wastewater sector development and achieved remarkable results. In 2002, he was engaged by the Ecological Center of China Academy of Science as doctoral tutor, and by Beijing Institute of Civil Engineering and Architecture as visiting professor. |

¡¡¡¡Mr.Yang presided over establishment and management of China's first wastewater treatment research base and participated in concerned research programs. He succeeded in guiding the delivery of eight national key wastewater treatment plant projects including Gaobeidian WWTP (1 million m3/day), Qinghe WWTP (400,000 m3/day), Xiaohongmen WWTP (600,000) and Jiuxianqiao WWTP (200,000 m3/day),etc. He played a leading role in defining the technical solution, managing the bidding process and construction, and guiding subsequent commissiong and operation of Fangzhuang and Jiuxianqiao Water Reclamation Plants. Meanwhile, he took charge of managment of World Bank financed Second Beijing Environment Project which includes construction of inceptor sewers and WWTPs in QingRiver and LiangshuiRiver catchments. He also guided the subsequent commissioning and operation of the facilities developed under the World Bank project.He took the lead to carry out many national key research programs such as: Study on Equipment Integration for A2O Wastewater Treatmen Process - a major project under the High Tech Research & Development (863) Program. As World Bank's specialist, he was invited to be present at international wastewater conferences. He energetically promoted the R&D of new wastewater technologies and technical upgrading of wastewater treatment processes. He initiated and accomplished many research programs with regard to BAF process, optimum operation of wastewater treatment plant, analysis of WWTP operation data and development of related model, water reclamation engineering, heat pump system and reclaimed water aquifer recharge and so on. These programs played an important role in water conservation and water environment protection. Several research programs led by him, including Evaluation Model on Tonghui River Pollution Control, heat pump system and proprietary software on wastewater management, has been honored Beijing Scientific & Technological Progress Award or granted patent for new practical technologies. From 1990 to 1991, when he worked in USA Little Rock Wastewater Bureau as vice director of a reseach team, he guided five American engineers to carry out an experiment on WWTP's expansion. The experiment results were published on the February 1991 issue of American Environmental Engineering Monthly. He presided over the cooperative research program on wastewater advanced treatment jointly conducted by USA Massachusetts Institute of Technology, German Technical University of Berlin and TsinghuaUniversity. As the author of "Operation and Process Control of Municipal Wastewater Treatment Plant", he was adwarded the second prize of Beijing Scientific & Technologica Progress Award. Due to his outstanding contribution to wastewater sector, he became one of the experts who enjoyed special allowance financed by the State Council in 2000. In 2001, he was chosen by BeijingMunicipality as an excellent expert who has made outstanding contribution in the field of science & technology and management. |

¡¡¡¡Mr.Yang made great effort to push on the reform of Beijing wastewater sector. In this regard, he advocated commercilization of wastewater sector, autonomous management of water utilities, introcution of diversified financing sources and adjustment of development strategy. He took advantage of his own reputation in the sector to extensively mobilize various external resources to strengthen Beijing Drainage Group's capabilities in terms of financing, delivery of capital programs and business management. Under his leadership, Beijing Drainage Group(BDG) took a proactive strategy to take part in market competition and expand its service. These efforts have brought the company's principle of "serving the communities" into practice and further improved its strength and management. As a result, now BDG has become one of the most competent and strongest wastewater company in China. He took the lead in many national and local key wastewater projects. He has been invited as principal advisor to review and appraise the feasibility study, preliminary design of wastewater treatment projects in Haikou, Hefei and Changzhou cities, etc. He is the standing director of China Municipal Engineering Association, Vice Chairman of China Urban Water & Wastewater Association,director of Water Industry Sub-committee of China Civil Engineering Academy, member of Expert Committee of the Ministry of Construction, member of Expert Committee of China International Engineering & Consultancy Company and director of National Urban Wastewater Information Network.
